Yeah, he's kind of the proto Michael Stype in that sense. Pity, cuz the lyrics are a highlight, wonderfully vague and evocative. Also, you've just got to love a lyric whose first line begins with "and".
Michael Brown wrote this song (as well as "Desiree" and "She May Call You Up Tonight" - all perfect pop songs) about his bandmate's girlfriend.
The lead singer is named Steve Martin, though obviously not the wild and crazy one.
Brown was later in the group Stories which had a huge hit with "Brother Louie" (a cover of a Hot Chocolate song). He was also in a group called Montage and wrote a song titled "I Shall Call Her Mary" (another beautiful baroque pop tune) about his romance with Mary Weiss, lead singer of the Shangri-Las.

The word verification says "ovely", so I'll just add a letter and agree.
One of my most favorite songs, ever! Even though I can't understand half of what they are singing!
