Having recently re-watched this, AND having recently watched some interviews with Mil (in Spanish) on YouTube, I am convinced that the "exaggeratedly off-synch voice of another actor speaking English in a sonorous Latin accent" being used to dub Mil here is in fact the voice of Mil himself speaking English.
